I have a bow that does 15-28, but req. 12 Marksmanship. Will this matter a great deal when playing if I use it with 8 Marksmanship?

If you don't fulfill the requirements, the damage you do will be less.
Unfortunatly, there is no way of knowing exactly how much less it will be without just trying it out. I've had items with the same stat increase requiring a certain amount of an attribute, but when I failed to fulfill the attribute requirement, they both gave less, but a different amount.
Seems to me that the game has a certain amount taht you get without the attribute that's just as random as the maximum taht you get with the attribute, but you can't see what it is.
